ÀϺ» Á¤ºÎ¿ÍÀÇ ±¼¿åÀûÀÎ ÇÕÀÇ·Î À§¾ÈºÎ ÇÒ¸Ó´Ïµé °¡½¿¿¡ ´ë¸øÀ» ¹ÚÀº °Íµµ ¸ðÀÚ¶ó ¿ª»ç ±³°ú¼­ ±¹Á¤È­¿Í ÇÑÀÏ ±º»çÁ¤º¸º¸È£ÇùÁ¤ ü°áÀ» ¹Ð¾îºÙ¿´½À´Ï´Ù.

À̹ø À§±â´Â ¹Ú±ÙÇý ÇÑ °³ÀÎÀÇ ÀÏÅ» ÇàÀ§ÀÇ °á°ú°¡ ¾Æ´Õ´Ï´Ù. We are scholars concerned about South Korea’s democracy and political change. While we live in different parts of the world and study divergent topics, we share respect for and pride in South Korea’s democracy built on Koreans’ sacrifice and struggle. We are stunned by the recently-revealed political scandal that President Park Geun-hye and Choi Soon-sil have assaulted the Korea’s Constitutional order and democratic principles. We share not only the despair and anger of Korean citizens but also their ardent desire to re-construct Korea’s democracy. Today we join them in their struggle to remove Park from the presidency and restore democracy.

President Park Geun-hye has relegated the power and responsibilities that the constitution bestows to the president to her confidante Choi Soon-sil. It constitutes a wanton violation of the constitution to yield the presidential power to a private citizen who holds no public office.

President Park deployed Choi and the presidential office to collect illegal fund of 80 billion won from Korea’s conglomerates (chaebols), abusing the presidential power to commit a large scale corruption. She mobilized the Blue House, the National Intelligence Service, and the Prosecutor’s Office to control the media, manipulate public opinion, appoint their cronies in public and private positions, and remove critics. These actions are nothing but a gross abuse of the presidential power and a serious violation of the rule of law and democratic principles.

Furthermore, President Park has persistently suppressed basic civil liberties such as the freedom of the press and conscience. She has crafted blacklists to stifle dissenting voices while violating the law to grant special privileges to her personal connections. Her regime has sponsored counter-protests against critics and engineered political manipulations. Not only did the government fail to rescue hundreds of passengers from the slowly sinking Sewol, but it has also concealed and distorted the truth about the Sewol tragedy. Park’s regime has also angered the nation with a series of measures: it concluded an illegitimate agreement with the Japanese government on “Comfort Women”; it is pushing forward the scheme to nationalize history textbooks; and it rushed to sign the General Security of Military Information Agreement(GSOMIA) with Japan. Its failed policy toward North Korea has resulted in the breakdown of the inter-Korea relationship and heightened insecurity. It is only exacerbating the situation by recklessly proceeding with the deployment of THAAD against Korean citizens’ opposition.

President Park is not the only culprit. Various state institutions and officials have operated as her personal apparatuses to execute corruptions and crimes. The Saenuri Party, too, has colluded with her in her unconstitutional and illegal activities. The chaebols are suspected to have offered illegal political funds in return for the guarantee of special interest. The conservative media has shielded the regime by covering up or remaining silent on their dirty actions. These actors are accomplices who together with Park have undermined democratic rule and abused government authority for private gains.

Park and her party have turned the clock backward, rolling the proud tradition of South Korean democracy back to the dark time of the past authoritarian rule. No longer can we, the scholars abroad who are deeply concerned about Korea’s democracy, sit silently watching Park’s corruption and authoritarianism. We stand together with the Korean people who are waging a fight against President Park, the Saenuri Party, the chaebol, and the corrupt media in order to restore democracy, fairness, and justice.

We, the undersigned, demand the following:
1. President Park must resign immediately;
2. The National Assembly must immediately start the process to impeach the president; and
3. The Prosecutor’s Office must thoroughly and impartially investigate President Park and her partners in crime, and the Judiciary must impose a maximum penalty on them for their wrongdoings;

It is our hope that Korea takes the Park-Choi scandal as an opportunity to deepen democracy in politics, economy, and society. We the undersigned overseas scholars shall stand with the Korean people until President Park resigns and Korea's democracy is restored.
